Looks like rust!I scraped some of the same colour off below the water line last year with the same results,the small bits became bigger bits under the blacking,when we lifted her out most of the rust was on the edge of the sacrificial bit of the bottom plate and the rust film made it look a lot worse.Yours looks like a line of pitting but you'll know for sure at liftout.Brackish water!maybe you need salt water type anodes,as NB Nola said one for the others.Can you get in with a facemask and have a look/feel,I stuck a camera on a broom handle[go pro type] and had a look as there was no way I was getting in the canal[France]You could reach that with your hands from a dinghy then at least you could feel how bad the pitting[if any]was and save the price of a liftout.
