  1. There is no guarantee that I'll be on the boat when any EO or data checker comes around (if they do come around here). You state that I am doing nothing wrong but if I decided to stay here for three weeks or a month just because I felt like it that is in breach of the 1995 Act which says that I should navigate,"....without remaining continuously in any one place for more than 14 days or such longer period as is reasonable in the circumstances....." I don't feel that staying somewhere because I happen to like the mooring is 'reasonable in the circumstances' but others may hold a contrary opinion.

    You wouldn't be breaking anything, your overstay would be reasonable, under the circumstances.

    CRT should be aware of the situation with the Thames, and most importantly, give you the benefit of the doubt. Rather than deciding we are all criminals and out to break the law.

    Bear in mind, your a paying customer.

  2. This epitomises what the 'problem' is. There was no threat any more that than there is some fictitious 'threat' from the Police force if I break down on the motorway, I will use either a mobile phone or the emergency phone to tell them what has happened and what I'm doing about it. I see that as pretty much all I was doing with CRT.

     

    If you adopt the attitude that you aren't going to tell them anything until they start asking questions as to why you are staying at a given location then , quite honestly, you deserve all the 'harassment' that you are likely to get:(

     

    Ok, you didn't feel threatened, but in fact you were worried enough about it, and consequently felt the need to justify your predicament. That's fair enough, but it could have been just as easily rectified by the number checker or eo when on their rounds. You shouldn't feel the need to justify something when you are doing no wrong (in a simple world of course).

    A fair point.

    CRT as a navigation authority should be aware of hazards like this, and if concerned about a boat noticed to be overstaying, should then make contact perhaps. I can see that the op has decided to pre empt CRT by notifying them himself.

    His choice of course, and in the present climate, probably a wise one.

    One day, CRT may well learn to think of boat owners as an asset, and treat them accordingly.

  4. Went through barrowford locks good Friday returning today ( in the snow !!!) and nearly fainted every piece of paddle gear was working and copious quantities of grease in evidence....

    A number of gates have been replaced over winter and the lock keeper last summer seemed to make quite a difference too.

    I think there really has been an marked increase in maintenance on this part of the L&L in the last few years as CRT seem to have directed some long overdue money this way.

    Vince Moran is responsible for that. In 2014 he specifically stated that the North was being neglected in favour of the south. He set out to rectify that, and obviously it's paid off to a certain extent.
  5. well... looks like I have been put in my place then.

     

    I do hope that who ever owns this boat gets their life sorted out or well again or whatever has led to this situation. Maybe that is why I posted the pictures, to share this boaters plight and garner some support. Its hardly an excuse to dump waste on the towpath or move the boat from said waste to a place where the pins cannot be positioned safely. This pound even has a local tip right next to the towpath. It would take some bow hauling or a tow off of another boat to get it there. Perhaps this boater is incapable of asking for help?

     

    It would be nice for the forums troll spotters if I was in a position to clear up the 100's of pounds of waste but but alas that is beyond my capacity.

  6. So the boat sunk. Some of the stuff on the towpath, has possibly been rescued from the canal to stop it from fouling. The guy has not been back to sort it all out yet?

    Anyway, some kind soul has decided to "plaster" it all over the internet and collect some brownie points. Clever.

    Its a balance between intrusiveness and clear communication. On the main site, its typically accessed on a device which has good screen resolution, so its much less intrusive. Junior reported issues with it interfering with the menu button on a mobile device; and it definitely takes up a higher proportion of the screen so its more intrusive. Either way, the page is scrollable so its not a massive issue.

     

    This is the 37th announcement over time, the previous 35 announcements were never even communicated on the mobile site so this was a new thing for the last 2 announcements. The fact that the mobile site never displayed announcement banners didn't come up previously.

    Progress. More people using mobiles.

  8. The mobile skin's announcement has been taken down. The full version announcement will be taken down once its announcement is 1 week old to give those who don't visit the forum quite as frequently as others to notice it.

    So wait happens if the "not so frequent visitors" only visit using a mobile?

  9. The button overlays on my phone too, although I found it fairly easy to hit the button not the banner this might not be the case on all phones.

    I happy for it to be removed now, as I think almost should have seen the first one, and most the second.

  10. Regarding the mooring consultations - we have just come up from Packet Boat (Cowley Peahey Junction) and are now at Marsworth.

     

    In most of the areas being considered for new rules for mooring we found long stretches with few spaces - on the other hand we did not see anywhere that it would not have been possible to moor within half a mile or so, just not at the immediate hotspots. We were not ourselves tied to locations close to transport links.

     

    For example, all the way from Stockers Lock up to Batchworth was full.

     

    Another, we were fortunate at Apsley to find one of the two 24 hour spaces outside Sainsbury, as the two or three pounds either side wee completely full.

     

    However, at Berko we had no difficulty - we needed to be closer to the Waitrose car park to fulfil a pre-arranged meet with new crew!

     

    At a number of places the stretches had been marked as Winter Moorings with a clear sign saying that these came to an end at 29 Feb (and I presume that the previous condition that no further 14 day period was permitted is still the case)

     

    In any event by the time we passed they were well over even a 14 day and it was hard to feel tht most had been there for much of the winter.

     

    If certain stretches are over-subscribed at this time of the year, is it through a lack of enforcement or excess demand? It may also be interesting to consider whether the proposed restirctions should be assessed on the basis of experiecne at high summer or at other times of the year?

    Let me tell you. I cruised that area this winter, and the "marked winter moorings were empty. Apsley only had two boats moored 3 weeks ago. I moored in Rickmansworth just before Xmas, easily. I also moored in croxley, easily. Your "assumption" that boats have moored in these areas all winter is wrong, but more importantly, very misleading.

    I also spoke to the eo for the whole area you have just cruised a few weeks ago, who was pleased to state he was having no overstay problems.

    I left Berkhampstead two weeks ago. The whole stretch had only 5 boats.

    I was previously advised agenda for the above meetings would in future appear in the CRT meetings calendar in advance of the meetings.

     

    However although I can find tomorrow's meeting in the meetings calendae, I can't find the agenda attached.

     

    I am therefore pasting it below, as agreement had already been reached that they can be pre-published. (I will ask at the meeting why it was not).

  11. I was purposely not being personal as I don't think it helps. As the same few members post the same types of comment about the same subjects it shouldn't be hard to work it out.

    The posts usually start with some rose-tinted nonsense about the good old days, when CCs knew their place, and end up with the usual dig about the whole system being rendered unuseable by the actions of people trying to skive a cheap living with no regard for the sanctity of the waterways.

    The waterways are busier now. More live-aboards, more CCs, more hire boats, more weekenders escaping their home-moorings, more dog walkers, more cyclists, more twats, more nice people.

    Luckily, there are so many people, that if there is a problem, it's somebody else's fault.

  12. This has been asked before (recently) according to my dictionary a facility is:

     

    a place, amenity, or piece of equipment provided for a particular purpose.

     

    An amenity is:

     

    a desirable or useful feature or facility of a building or place.

     

    So I would say no matter how you look at it a mooring is 1. a place 2. a useful feature & 3 the rings/bollards etc are equipment.

     

    I would say yes it fits within the law.

    A facility doesn't need to be paid for.

    Reminds me of that advert on tv about Barclays, and scams.

    The legislation was drawn up in gentler times. Such CCers that there were pottered around the system, plying their wares, doing odd jobs or whatever - but not creating log jams at popular moorings.

    In those days BW had lengthsmen - who probably were in tune with the CCers.

    You could even find a mooring in London.

     

    Now it's all push and shove ; Me, Me, Me. How can I bend the rules to suit Me and Devil take the hindmost.

     

    BW and CaRT moved away from the man on the ground (who set his own rules within limits) to and office based environment with little affinity for their specific environment - and lost control.

     

    In order to attract funds, CaRT must make the canals a pleasant place for the public to visit and support - You can't do that if the whole system is blocked up by folks whose main aim to live inexpensively and have little interest in the system.

    Not seen or had any problems during the winter. Perhaps some of what you say is a feature most noticeable during the boating season.

  14. In my view a liveaboard is someone as the name implies lives aboard year in year out on towpath or in marina. All others are boaters. Some for 7 months of year, boat back in marina and back to house. Or some move boat at holidays or weekends, perhaps every other weekend, are still boaters.

    You can have countless names like c/moorer, dumper or bridge hopper but at the end of the day they are all boaters or liveaboards boating as to how they want to interpret the rules but that is a different subject that the individual argues with crt about.

    What they all have in common is the need for a licence to go boating.

    The divide and conquer rhetoric has weaved it’s way through our canals. Some can’t wait to vent their anger at someone they’ve seen overstaying, moored up. "Everyone should be labeled". CRT should hand out badges, perhaps even an IWA annual award?

    I disagree - a boat without a home mooring is allowed to stop for 14 days before it must move on (to comply with its licence conditions)

    You appear to be proposing a two-tier system where CCers who liveaboard can be allowed to stay for the 14 days (if they so wish) whilst CCers who are leisure boaters must move on after some shorter period.

     

    Surely - both boaters have the same 'rights' and suffer he same enforcement if they do not do what they agreed to do in their declaration. (ie stay in a small area, or overstay)

    Your making things up now, so I will leave you to it.
