Any material that is strong enough for a tiller, you won't be able to bend without the machinery. A hollow tube could possibly be formed with proper bending apparatus, a solid steel bar would require forging! Easy, if you have a forge...

If you can get your hands on a set of bottles and a vice you could make a solid bar "S" shape tiller in 10mins no problem.
