I know most folks eyes rapidly glaze over when this subject is mentioned but perhaps a few would like to know that the new RCD (Directive 2013/53/EU) that was adopted in the EU Parliament in October 2013 has now been officially published (on 28 December 2013). This version is not too different from the old one but has changed a few definitions and its main aim is to introduce tighter engine exhaust emissions. Perhaps the most unfortunate change for vintage engine fans is that this time the drafters refused to accept the wording that was included back in 2003 when exhaust emission requirements were first introduced. The earlier wording allowed pre-existing engines (pre 2005) to continue to be fitted to a new build boat despite not meeting the emissions rules. The new RCD has ignored this and unless an engine is compliant (with the new requirements) it cannot be installed in a new boat if the boat is to be sold within the EU. From my reading of the new RCD, this will be enforced from 18 January 2017. Of course the old ways of avoiding this are still allowed, ie build the boat for yourself and don't sell it for 5 years or build an exact historic replica of a pre 1950s design and you can fit any engine you like etc. There may be other ways round perhaps but it may not be straightforward and could be expensive! If you want a nice Lister, Gardner, Petter or whatever in a new boat to be commercially built and sold to you, it may be an idea to get on with it now. Equally if, like me, you are trying to build an RCD compliant boat yourself plus vintage engine, it must be done, dusted and in use before Jan 2017.
