We bought are boat in 2001 and sold it in 2017, never had a new water pump or a new shower pump either.

There is no slack on the steering chain it would never pass the MCA inspection if there was, I think she was smelling the bottom hence the need for plenty of helm on.

Reason: Boat damageUpdate on 28/08/2018:
Following the completion of additional inspection and dive work last week, our engineers have been able to better assess the condition of the damaged gate. Whilst the inspection confirmed that operation using the damaged gate is not achievable; procedures are being developed to allow a limited passage through the lock utilising the undamaged gate. Details of the navigation restrictions will be confirmed later this week.
Major gate repairs are still required to allow full operation of the lock and these are now scheduled in the winter works programme.

That's what I have thought too - obviously no-one thought that impact was a serious one, but surely there are some checks carried out during an ocean tow : checking that the covers haven't come loose, that there isn't water ingress etc.
There would be no crew on the tow, normal to tow dead ship like this, they should have had a paint mark on the waterline of the Oliver Cromwell which is normal on this sort of tow.

I noticed at approx 7:50 minutes into the video Oliver Cromwell appears to hit into the dock before being dragged back into position. Not sure if it hit hard enough to potentially cause any damage. Thoughts?

I use lNavigators & General which cover the boat for non tidal waters of the UK but include inter- connecting tidal stretches for direct access to Inland Navigation systems.

Yes no problem there just keep clear of the mooring for the swing bridge,better still go the other side of the bridge.

I think you wiĺ find the local council are not responsible for the tow path comes under CART..
