This appears to be a broken hand forged 'pocket windlass' with an extremely short throw.

Large parallel eye for Grand Junction canal spindles.

If it was that small (ie it broke at the bend as it appears to have done) then it would have been a strong man to turn that all day on the paddles and its not a surprise that it broke. This item was found in the Grand Union canal.
