Its a bit of a very ancient anchor winch. I can't get the computer to co operate but if you google Humber keel anchor winch you can sort of follow it to get a couple of good pics.

My first thought was wind- or watermill machinery, but in that location an anchor winch is, of course, more likely.

It is indeed.  Sometimes known as a barrel winch (it'll be obvious from the other pics) a once common sight on the waterways.

No you don't. He's the Chief Engineer - Geordie, in The Next Generation series. He's blind, but the air cleaner visor lets him see things mere mortals cannot.

The latest series called Discovery is quite good, especially the Klingons, but Babylon Five knocks them all into a cocked hat. Not really a sci-fi addict, but sometimes get drawn in.
