Do I need floor insulation

Hi, I’m new to this new world any advice are more then welcome. 

I found the subfloor of my 57 ft narrowboat completely rotten due to windows leaking and I guess some leak somewhere.  I remove all the subfloor which was not the right material so I guess that didn’t help as well. 

So now good thing, the ballasts are pure concrete all over the boat separated by the steal structur. 

Now the question: Can I keep it like that ( after a good clean and paint) or do I must insulate the floor? 

I will have windows with a top clap “always”open for good ventilation. 

Side and ceiling are insulated and windows will be replaced with double glazing

If you have the room, insulate, don’t however fill the bilge up and keep off the base plate, it needs ventilation to keep it dry and it’s good to keep all ballast off the base plate as well so moisture doesn’t get trapped.   I use strips of rubber to get the ballast if the base plate leaving a sit gap underneath.
