If they folded to one side then that area of the wall would have to be kept clear in addition to the area below the hatch. Simpler to just have collapsible steps below the hatch, surely? Being a cheapskate, I have an Ikea step stool used as an occasional seat or somewhere to put 'things' / or as a hop-up. Great for the lazy or not woodwork-capable. No dishonour to yours though.
