I think it depends on the manager's discretion at your local 3 shop.  I was paying £15 for 5GB.  I was able to cancel my existing contract and start another one costing £8 for 20GB including GoBinge. (It's subsequently gone up to £9). 

Persevere until you find a friendly manager and don't take no for an answer from an underling!
