Yes fine for all those scenarios. Simple rule, if you have solar run your engine when you want

Why assume everyone is a liveaboard?

 

Although I must admit that the network is fast becoming a vast housing estate.

Visitor moorings should be divided into sunny areas for solar power boats, and shaded areas for engine runners. The latter could sit in the gloom running their generators in their own little ghetto.?

Ahhh now this is what you have totaly wrong. The ccing licence means you MUST spend 14 days in one place after moving 300 yards before moving on again 14 days later.

I agree. 

 

In a a similar vein, few people understand speed limits on roads. A 30mph limit for example actually means you are supposed to try to drive everywhere at 30mph :P
