Yes fill if its a spin one, which it almost certainly will be. If its one with the replaceable element sandwiched between top and bottom pieces don't bother - it will make a mess.

Best not to use fuel from the old filter because it should have any water & muck it caught in the bottom.

If its one of the Isuzus with an electric pump why bother, just smear the seal with diesel or oil, fit it and let the electric pump run for a while. I no longer bother to fill the one on my Bukh because it primes on the manual lever so easily and that includes an empty sedimentor and agglomerator.

Barrus Shire engines have electric fuel pumps, I’ve always just replaced the filter turned the ignition on for a while, you will hear a different ticking sound when the system is primed, wait a little bit and start the engine. Never failed yet.
