In his book which I'm reading yet again John is heading south on the Grand Union & then down the Aylesbury arm on Redshank & Greenshank loaded with coal. He describes the top lock of the arm as a "riser" several times. What is or was a riser? 

When I read it I was also puzzled but then I wondered if he is referring to the two rise staircase  - hence riser?
