If you are essentially wanting an artificial lawn, you need to dig out the soil , fill with clinker , gravel etc,  roll flat [power roller],  and then lay the surface, otherwise you will end up with a B&Q fiasco.

There is also matting which grass grows though, might be OK for relatvely light use on well drained soil.

Or just lay a path.

Unless you own the freehold of your mooring, it may be worthwhile discussing with the moorings owner before spending huge amounts of money.

'Decent' artificial grass is expensive, the cheap stuff is rubbish.

For 'grass' that will last more than a year (or so) go for a 30mm or thicker & expect to pay around £20 per square metre, a 2mt x 10 metre roll is £400 and you will need 2 rolls.

You can get 'green carpet' for about £4 - £5 per square metre but you will regret it.
