That's less than  £2 per year per tax payer and the waterways would still need funding ( not to the same degree admittedly ) even if there were no boats at all.

Paying to use canals... British Transport Waterways was keen to have boaters business at a time when freight was in decline.

Yet boaters did not have the freedom to cruise wherever they wished. That facility, now enjoyed across the CRT network, was not then available!

Yep had to pay a license & in some cases/places it felt like you had to Bl***y well restore that section of that canal hence the running water down, plywood/wriggly iron sheet ,Tirfor assorted bits/offcuts of ply & an unending supply of various sized nalls/screws, ash for gate racking etc various sized nuts & bolts to repair paddle gear & without the pigs tail modified shunters pole you wouldn't get far The joys of early days of Pleasure  ??? cruising on the then remainder waterways no wonder we were called enthusiasts A goodly # of  Joe  Public boating now would have given up after the 1st mile Ah the good old days
