I use a package called "microsoft office picture editor" - there is a triangular button which does 90deg rotations left or right.

 

Other features include "compression" which reduces the mega-bit size of the picture which is useful as many website have a limit of say 500K, whereas cameras take 5 meg pictures or more.

 

But I'm sure most pictire editing packages will have similar.
