- but that's a check strap for stopping the boat in downhill narrow locks (although it looks as though he's broken it), not a mooring rope!

but it's not actually hanging from the tiller pin - it looks as if the rope has just snapped and he has just pulled it in to stop it ending up round the prop and draped over the bar - for why? no idea.

 

The boat in question doesn't appear to have a tiller pin!
