The problem as I see it is CaRT want the money for towpath upgrades, SUSTRANS want cyclists on the towpath at any cost to life or property, idiot councils and councillors who support such schemes don't understand the consequences and the government general think it's great for the environment regardless of safety to pedestrians.

 

Is any official body arguing the other towpath users case?

About the highlighted cycleway?

Not a huge amount

About towpaths in general?

Quite a lot and quite regularly

 

Not all towpaths have full RoW status, some are still technically "permissive" and on some the status is undefined.

And that really complicates things as those with full RoW status are technically within the remit of the Highways Authority, sustrans claims an overwhelming right to all towpaths and CRT just tends to go with the flow
