The only people CaRT have at the moment are the enforcement teams who do have people on the ground and do know all the hiding places.

 

 

Last I heard the enforcement teams including the management totalled 55 but 5 roles were vacant, the people on the ground you refer to I believe only spend 2 days a week in the field (might be 3 can't recall). So not such good coverage.

 

Far better that the boating community and the many volunteer data gatherers pull together and make the welfare officer or boater aware of each other.

No, in reality there are thousands of miles of canals, and one person couldn't keep track of all the likely people on all the canals within CaRT's remit, and certainly couldn't keep track of all the applications for every entitled person's benefits. One person at director level could set up the scheme, but it would take too many people to keep the intended system working, they would have to walk so much towpath and find all the nooks and crannies where people can hide.

Oh, and the other thing is that every time the benefit rules change, all the staff need more training.

 

Some seem to be missing the bigger picture. The role is not just about benefits.

The initiative was based around the applicant being a sort of broker, if you like. Someone at the main office whom a boater could contact, with health issues amongst other things. A central point of contact for the trust and boaters. The applicant would then put the boater, or the trust in contact with the relevant help.
