I think you can differentiate between those that struggle for basics and those that are just plain avaricious.

Well I am now a pensioner, I put the kids through private education, I am not a member of the library and I don't have any street light, the road sweeper never comes out here so should I apply for a rebate?

No sir, with all due respect, you are coming to an age where you may need some of the services, if not now, but maybe later, that a council can provide.

I would put the argument that citizens of a given age should have a reduced payment, again on ability to pay.
