Please could somebody help me .I am fitting a new Vetus toilet, have checked everything over and over again,.When I flush it the water goes but the waste is left behind,I can hear the pump and blades going round .Ive checked for blockages and the non return valve is clear.

If it's anything like the Sani's that's what they do when there isn't enough water in before a flush. On the Sani's this is adjustable.

Yes, sounds like low water level resulting in air being drawn in, needs a head of water to give a hydraulic action to sweep away the 'logs'
