Something in Plutos territory but the engraving shows a lock where the detail is missing to a certain extent such as paddle gear and has a strange course for the towpath beyond.

Well I thought by “Pluto’s territory” the clue was that it’s in the Pennines.

Fair point - cryptic clues are not my strong point!

Doesn't actually exist I assume? The closest I could think of in reality was Berg on the Gota Kanal

The title refers to a canal that does exist and there is a section which does have mills on the hillside near the lock of today

I would suspect it is the Rochdale, perhaps near Todmorden. My Smiles books are in storage at the moment, but I wouldn't really rely upon them as he was a journalist trying to justify his ideas.

I did a tineye search, which confirmed this - kept quiet until someone else said it! I think the search said Mr Smeaton's Canal Todmorden or something like that. 

 

My suspicion is that the picture is about as accurate as the "London Bus found at North Pole" of 80s Tabloid favour!

Yes it was the Rochdale Canal.

Smiles have books been the source of repeated information in texts and books, there are elements that have accuracy and others that do not

 

The image seems to be at Lob Mill Lock
