First one presumably Camden lock. 

 

As the locks are paired and the towing path is on the other side it is impossible to get a horse to that location. 

 

 

I think she is hauling it out while the man goes with the horse to the next lock and draws the paddles. Boat will then make its own way down by momentum and water movement with her standing on the front crib cabin ready to transfer the line.

This is the south lock of the pair at Camden top. The towpath here runs at the top of the wall where the men are standing, having crossed from the north side via the bridge in the background. So it would be perfectly possible to attach the horse here to give the boat a pull out of the lock, then detaching again while the horse goes out onto the road to cross the canal back to the towpath which continues on the north side beyond the road bridge.

But where is the second location?

I read somewhere that this maybe Port Isaac. Maybe someone can confirm.

 

For interest google Historic overland Lifeboat Launch for an epic launch of the Whitby Pulling lifeboat at Robin-Hoods Bay after a huge effort to haul it some miles overland when it was impossible to launch at Whitby because of heavy weather.

Port Isaac is a possibility. I've seen that image somewhere before, maybe in a visit to a Cornish Harbour. Port Isaac has narrow streets; Fore St and Middle Street. But Lynmouth is also a possibility:

That first photo keeps reappearing and generates the same - probably misguided - comments on social media.

 

It’s been pointed out before that the tow line is slack and there’s no clear and obvious movement of water to suggest the boat is moving.

 

Supposition is therefore that it’s a staged photograph. That also makes sense when you consider the likely difficulties in taking an action shot with the photographic equipment of the time.

 

As for the gentlemen observing the scene and apparently not helping it’s unlikely that members of the public would have been welcome in involving themselves in the operation of a boat. Moot if it is a staged photo in any case.
