And...

Not everyone realises but most water pumps will happily pump fresh air along the pipes if that is what the pump is being supplied with.

So give the OP can actually feel air coming from an open tap, I suggest it is pumping fresh air out of the top of the tank, and if the tap is left open and the pump left to run for mayber ten or fifteen minutes, the air in the top of the tank will all get pumped out and water will reach the outlet elbow as the tank slowly collapses, and then water will come from the taps too.

Will it be ok running the pump with no water for 10 mins or so (hoping that it won't take that long). We were worried about damaging it so didn't leave it running longer than about 10-15 seconds

Call me Mr stupid here, but shirley the tank is upside down (or down side up, unless it has a dip tube, which is unlikely). The outlet should be underneath the tank, not on the top?

Where does the filler pipe connect, and what size is it?

Ok, back to sleep now. Zzzzzzzzzz

Ok. To answer my own question. Apparently not, if this is a vetus water tank.

Have you tried opening the filler cap whilst running the pump.

I wonder if rotating the 16mm pipe anticlockwise 90 degrees (ish) would help with priming.

The plastimo flexible water tank I used to have had its outlet at the bottom, and the filler on top.

With a flexible tank, everything changes!

No vent required, outlet in the top works fine. As the EnglishRose has just confirmed.

Also, a length of flexible outlet pipe in mandatory with the top outlet.

Nope. I can't remember it either other than the punchline, which was something like "And the eagle being very polite, said nothing"
