Mystery stern gland...? 4mm packing?

Hey all, hope you're well. Would appreciate some advice about packing my stern gland now my boats out of the water. 

I've run drill bits down the stern gland and the only size that fits is 4mm, which doesn't seem to exist in packing sizes...

There was also no old packing to speak of in there, so is there such a thing as a grease only stern gland? My boat is a 1973 doerak 950ak if that helps.

Where is the problem? Packing is made from 3mm to around 30mm

If that is a plain steel shaft and rusty where the packing sits I would pull it in a bit and clean it off.

 

You have a bit of rust down there !
