If this discussion was limited to canals instead of river navigations the following list for England might be used taking one example of a canal for each county:

Huntingdon                 River navigations

Northumberland          River navigations

Suffolk                          River navigations

 

Dorset                          none, only coastal navigation

That is why I asked if rivers count, the heading was canals and suffolk doesnt seem to have any

I think the EPT note referred to navigations rather than just canals, but with Essex the Chelmer and Blackwater seems to be separate from the river from Chelmsford, and also in that county was the White Horse Farm Canal. But as noted before some waterways that were promoted as canals did have river sections 

 

This thread has certainly opened up the interpretation of a navigable canal and a navigable river, though
