Well he would. C&RT as a navigation authority is a disaster, as a leisure provider very successful apart from the cyclists mowing down walkers. The man is not interested in navigation, promises boaters lots, delivers very little. He's also very successful at building a brand at the expense of navigation. It's better by water but not on it.

Note the semantics "Life is better by water" not "better on water"...
