It may well be an attempt to minimize the inevitable spam etc. as that forum is unmoderated.

It is moderated but due to the nature of that forum, it's more suspectable to posts that may contravene the Forum Rules & Guidelines, e.g. personal attacks on other members etc. Historically it was targeted by sock puppets (alternate accounts of members who have been banned) as a way to circumvent the ban and continue to post in such a way that wasn't family friendly. Having a minimum post limit makes it a little more difficult for them to do that without making the forum inaccessible.
