No, as long as the cut-out pressure is the same or less. If it is more then you could cause any PRV to leak.

If the flow rate is different then the cycling frequency will be different and the flow from the taps will be different, but none are a practical problem (apart from the potential water jumping out of the bathroom washbasin when a tap is turned on and embarrassing male guests)

Most PRVs are 3 bar aren't they? So as long as the cut out pressure of the new pump isn't more than 40psi you should be fine.
