Apart from too many "and"s, he appears to be opening the lock paddle after bringing his boat out. Why would anyone do that?

 

Do I win the five pounds? 

 

 

 

 

(Or is it that he forgot to tie his boat up and it's gone for a little cruise all by itself?)

Good call. And your observation regarding the attempted direction of rotation is supported by the exact way the windlass large hole has engaged with the small square of the shaft.

The catch is on so maybe that is why he is struggling to wind the paddle down.

Paradoxically the catch being ON is why I commented earlier that he must be winding the paddle UP.

 

Up for no obvious reason.
