W as in water cooled?

All FRs were water cooled, so the W suffix was not needed. FRs came in industrial and marine versions. The marine versions got an M suffix (as in FR3M). This one is an industrial.

There might have been a Marine Auxiliary as well (MA suffix) as well as just the M which tended to mean a propulsion set as there was with JP's but Im not 100% sure about that for the FR range.

But as you say this is definitely an industrial FR...Ive heard they are now harder to get parts for than JP's...but there again I dont think they were in production for as long or as popular.
