Bristol Floating Harbour (posh C19th term for a marina, I would argue!) is owned by the City Council. Beverley Beck is owned by East Riding DC. South Dock on the Thames is run by Southwark Council. Thanks for that list - I couldn't think of any offhand.

"The Brayford Trust is an independent charity contracted with the City Council on a not-for-profit basis to maintain and preserve the Brayford Pool." implies that Lincoln City Council might own Brayford pool. That's the best I can do.

The NAA obliges the marina to require a boat to have a licence, under the marina's T&C. Neither the marina or CRT actually have the authority under statute to require the boat to have a licence on private property. The contract between the marina and CRT sets the rule, not the statute.
