Water Safety Zone, what does it mean?

They wanted to limit the mooring of certain boats and ban widebeams from mooring altogether on the Lower Lea so a rowing club could occasionally practice and compete.

The fact that they row backwards and most of the time have no-one looking ahead seems to be a  complete lack of safety awareness in a river with bends and other moving boats!!

Sound a horn at bends and to all boats

That'll go down well!

How many will know the horn signals, anyway?

Does this apply to rowing boats and paddleboards as well?
