Not if your boat is short enough, but few narrowboats are.

If you're very, very naughty, you can go to the end of the Sheepwash Channel and turn on the Thames or even worse hang a right and motor up  towards Port Meadow - where you'll get a fab view of the dreaming spires / tall cranes of Oxenford. Plenty of room to turn and return to narrower waters...

If you mean to turn left at Isis lock and go down past the long term mooring then I would say anything longer than perhaps 30ft would need to reverse back.  If you just want to turn round you can go down Isis lock and turn below, there is a sign at the lock explaining you to do the safely with the flow.
