I doubt the vandals would have managed to set it on fire if not half rotten, not to excuse the behaviour in any way.

It could have been an Eberspächer exhaust, I have seen it on wooden pontoons where some has moored with one running, maybe someone moored half in the lock overnight. I bet there aren't any no mooring signs there
