betamarine 38 - fuel injection pump issue?

hi fellow canal cruisers... can anyone throw any thoughts / advice my way please?

 

when i start up the engine it revs at maximum instantly and no amount of cable adjustment makes any difference..... i have checked the solenoid - its working fine...i am wondering if the innards of the fuel injection pump are 'stuck or broken'... any advice is much appreciated...could it be anything else????

The solenoid is to stop the engine. Look for the lever the throttle cable is fixed to and make sure the control moves the lever through its full movement and that the lever actually moves its spindle. If the cable does not move the lever, something has broken, probably either the cable of the trunnion in the control.
