The university boat race is apparently, according to my advisor, Mrs Nightwatch as it happens, is taking place on the Great Ouse, possibly because of the bridge closure.

Partly that and partly covid restrictions.

Heavy fine if you go to watch it. (£200?) Not sure what happens if you’re walking down along the bank.

That could be tricky - see below. As it happens I am arriving in Ely by boat tomorrow afternoon, and will report further. It's been nearly 200 years since the last Littleport riot

You can now book a passage under the bridge,  link  below

https://server1.pla.co.uk/Safety/The-Harbour-Masters/Hammersmith-Bridge-Vessel-Transits

Under strictly enforced conditions:

  1. The transit is essential and necessary. The requirement cannot be delayed to a later date or conducted elsewhere.
  2. The vessel’s Master accepts that the transit may be cancelled at short notice because of on-going investigations by LBHF. Re-booking a transit may be delayed indefinitely,
  3. The vessel’s Master conducts and holds on board a passage plan, which clearly identifies the hazards associated with passing underneath the bridge and identifies suitable abort points if the bridge were to close,
  4. The Master confirms when booking that the safest minimum number of crew are onboard for the transit and no passengers are carried, and
  5. The vessel carries a VHF radio and monitors VHF Channel 14 at all times.

I posted that info on 3 April.

But if your trip is not "essential and necessary" you can't go. I imagine the PLA would say that if your boat will fit via the Regents, Paddington Arm and GU Main Line your trip does not fulfill the requirements.

So in all the time river passage has been closed how many bits have dropped off into the river?

That's not the risk they are worried about.  The concern is a sudden catastrophic failure.  I can point you to a rather well written engineers report if you are interested ...

I wonder what the odds are of it failing at the exact moment a managed passage passes under?

A good question for the BBC "More or Less" programme - they specialise in attempting to answer this sort of question, and comparing the risks with other risks that we face all the time.  (Some interesting recent episodes on vaccine and blot clot risks.)  The assumptions used are critical, of course.

Not tried it myself as it's not my bag but have been told you can just go under the bridge and carry on with your day.

I would guess that if you did it regularly you may find problems but if you are not intending to return then perhaps the "do I look bovvered" clause kicks in.

It does not seem to be rigourously enforced by the PLA.

Not sure how the insurance would react if the bridge suddenly fell down and you, as boat master, were horribly injured by shrapnel leading to catastrophic loss of control of your vessel which in turn causes a cyclist on an adjacent Riverside towpath to turn and look across at your boat resulting in them failing to maintain a proper lookout and  performing an emergency collision avoidance manoover which results in in the cyclist striking a 7 year old child at speed causing a fatality.

The cyclist survives.

You would not want this on your conscience.
