Drain plug

Is there a drain plug underneath the cooling fan

for excess water when I started the engine today 

looked like there were drops of water being spun 

around by the fan first start since October

Not to my knowledge. The usual cause is the drip tray full of water but  yours looks nice and dry. Over the winter it could be condensation of the flywheel come fan.

There is no drain plug in the adaptor. Any water around the fan will not cause any problems, it will just get blown out. When these were used as lifeboat engines one of the tests was to run engine sat in water up to the crankshaft level. Engine would run well and just blow the water from the air duct.
