These are Long Term and not residential moorings, so could choose to move.  There's always Agenda 21at Wolvercote.  Better newspaper for for Oxford's dreaming spires? Dream on.

Adverse possession, sometimes colloquially described as "squatter's rights", is a legal principle under which a person who does not have legal title to a piece of property — usually land — acquires legal ownership based on continuous possession or occupation of the property without the permission of its legal owner.   Wikipedia.  Just saying

The two are not exactly the same. AFAIK "Squatters Rights" can be registered after 12 years of uncontested occupancy of someone elses land,  for "Adverse Possesion" I believe the time period is ten years. and both can be challenged by the legal landowner.

why do passing boats have to pass at tick-over (or even slower according to some grumpy badly moored continuous moorers) while runners are not subjected to any such restrictions?

the venturi effect of lycra, especially the more gaudily coloured stuff, is much less than that of steel

hmmm   .........        all the same, big signs could be provided prohibiting any boat, bike, dog, jogger, swan or duck from passing stationary vessels at more than 2mph.

that would discourage commuters and speedsters from using the towpath where boats are moored, whilst not impacting on the average dog-walker or stroller.

on the other hand, where anglers are present there should be a MINIMUM speed of 8mph to avoid covid contact time.

passing anglers at 8mph minimum is impossible, there's no way they can get their 300ft composite kevlar unobtainium/madeupium multi-sectional bragging stick out of the way in time, contact is unavoidable ;) plus the increase in tutting is bound to spread those naughty covid particles more

it's not impossible, and it will stimulate the angling re-supply industry.   of course we should assume that all boats have rope or line cutters ahead of the prop.

anglers are either rich retired folk who can afford to replace all their silly kit, or they are unemployed and should be finding something constructive to do with their time, or they are "self-isolating" and should know better.

As some of those poles can cost more than some boats are worth, they tend to be fairly good at moving them. :D

So what do the boaters want at Kidlington? The Crt to cancel their licences and moorings , for breech of terms and conditions, thus forcing them off or the local council to whom they pay nothing one assumes, to come along and council tax them, and then the board to come along and force them off.

Either way they won’t stop local residents lawfully enjoying the towing path.

Intelligent people usually learn to shut the .... up when they are talking themselves into a hole, not claiming they are sitting on the cabin top in freezing weather winding up their new found  20th century catch all mental health issue of anxiety.
