CRT are suggesting that you don't cross area boundaries.

 

We are aware that continuous cruisers may not be able to cruise their intended pattern because of the guidance to avoid leaving or entering tier 3 areas and we will look at this when reviewing licences – please don’t worry. We do ask that people continue to move within those areas to ensure everyone can access support, work and education, and that mooring space is shared.

So why are hire boats allowed to do it??

CRT appear to be putting out conflicting information on this subject, not for the first time either during this crisis.

According to a post on Facebook, CRT are saying that boaters in tier 3 are  "to behave as they did during the lockdowns and do not have to move".

This is still not saying things at all clearly (a CRT specialty) but I would interpret this as "essential journeys only".

They say that the message on their website that requires CCers to keep moving actually only applies in tiers 1 and 2.

 

I suspect they are trying to please everybody by saying that CCers do not have to move but without actually saying that hire and leisure boats should not move.

The guidance I read does say that if you are in Tier 3 and have to enter tier 2 you should still follow tier 3 restrictions and vice versa if you are in tier 2 and have to go into tier 3 you follow tier 3 restrictions.   Presumably the restrictions apart from not moving into or out of areas.

I would imagine the lorry that delivered to our local supermarket came from a Tier 3 area. No different to a boat delivering supplies, just the scale

Both of which fall in the exception for work purposes - it's a bit difficult to deliver something without going there!

It confused me as well.    What wasn't clear was that the review would happen on the 16th rather than the announcement being on the 16th.

With effect from 00.01 on Saturday 19th December 2020:

 

Hertfordshire, Bedfordshire, Buckinghamshire, Berkshire, Peterborough, Gosport, Havent, Hastings & Rother, Surrey (except Waverley) move into Tier 3.

 

Bristol and North Somerset move down to Tier 2.

 

Herefordshire moves down to Tier 1

Which makes you wonder why Dorset with a lower "rolling rate" isn't dropped to tier 1 as well.

 

There must be some logic in it somewhere.

Confused by continuous cruising rules in the Covid Tier system? In a nut shell, if you and your boat are in a Tier 1 or 2 area it's business as usual but avoid entering a Tier 3 area. If you and your boat are in Tier 3 keep moving within Tier 3 but avoid moving outside.

You think?  You can follow the science, which may well over react because it doesn't take into account the damage to the economy, etc, or you can apply political judgement taking into account the other factors, or you can blow about in the wind of social media in the hope of courting public opinion and eventual re-election.
