Why are you worrying about it?

If the owner wants to sell it he’ll move it. I would say it’s his responsibility you don’t own the boat yet, your just thinking about buying it. It may be total rubbish once surveyed and are you going to move it back to it’s mooring if so for the owner/seller?
  Sounds like the owner is taking the biscuit or your desperate to buy and are showing it(drooling) You don’t own it, let the owner sort it out.

Why does it cover your backside? You don’t own it (clue is “Pre purchase survey) so you have no liability if anything happens.

  Do you know the normal process of buying a boat? It’s not your boat so no liability and you can walk away and look for another at any time, unless you have paid a non returnable deposit or come to some agreement with the seller your not bound and are under no obligation to buy and have no liability for the boat.
