The guy is giving up his own time, doing good deeds, and the community are supporting him.

So long as he doesnt overstep his non existent enforcement powers, I see no problem.

A "Patrol Boat" would probably have to pay a Roving Traders' licence fee, so more than a pleasure boat licence for the same boat (£600 ?)
