Gunwale refurbishment

I want to refurbish the gunwales and would be grateful for advice on my proposed plan:

 

I intend to:

 

1. wirewheel/sand the gunwale back to metal,
2. fill holes with filler,
3. treat with Fertan,
4. apply INTERPRIME RED 198
5. Top layer paint of TOPLAC BONDI BLUE 016

 

Does this seem reasonable?

Sounds reasonable to me but 2 & 3 need reversing.
