Just wondering how much it costs for a license that allows you to moor on a water point and stop others from getting access?

My end of garden mooring has water and electricity and costs me half of the cheapest local CRT online mooring. ???

Nought, because you don't care about rules like having a license or some stiff telling where you can and can't moor.
