There are many places on continental waterways where it is mandatory to meet an oncoming craft starboard to starboard, and these are marked by the 'cross channel to port' sign shown. It is also possible to do so by choice - possibly a vessel travelling upstream might wish to keep to the slacker water on the inside of a turn to port which then puts him on the 'wrong' side if he meets another boat. He indicates he will pass starboard-to-starboard by showing a blue board and all-round flashing white light. Originally it would have been a blue flag, and the term 'blue flagging' still remains in use.
