It's a (fake) arm on which crock's attention seems focussed.

 

I suppose the sadness is that crock needs to be chained up, as I think in it's heart it's really a friendly old thing.

Tunnel, Southern Oxford

For those who haven't been down that way, Fenny Compton Tunnel used to be a real one but was opened out many years ago. There's still a stretch of a few hundred yards at the Southern end which is too narrow for two boats to pass.
