What is the status of the F&C west of Glasgow?  A while back I heard it was closed because of a bridge failure and was not planning to reopen because of no money.  Is this still the case?

It is open, but with restricted operating hours and days .The operating hours are a sore point with local boaters, and were the subject of some lively discussion at a User meeting last night.  Scottish Canals are currently running a consultation, and have already changed operating times at Bowling and the Kelpies to correspond with the tides.

I suspect, however, that the restricted hours will continue until they've got user operation of locks and some bridges sorted out. To be fair, they are on a fairly restricted budget and the  passage of boats is fairly labour intensive in terms of man hours.
