Your concern for the mooring owner is commendable! There are laws for mooring owners that say they can't charge more than their costs for leccy. Yes they can, but cost only. No profit margin. Mine comes from CaRT as it is one of their moorings and is currently(!) 15.8p a unit, including the infrastructure cost.
