As I understand it, all visitor moorings that are normally restricted (to 48 hours or whatever) default to 14 days during stoppage season unless there's a sign specifically saying '48 hours all year round' or similar. So I think the answer is 'all areas'.

Spent a lovely few hours in Bath yesterday, everything sparkling following the 2 days of incessant rain.

Here is one of the many signs that could be interpreted in a variety of ways.

Plenty of boats moored, although only one had taken over the towpath with stuff because it had sank. Another was moored on the lock landing at Bath top lock, engine silent and rear hatch padlocked shut suggested it wasn't there for actual lock use.

Another one here moored in a very inconvenient spot. Further up the towpath is being restored so no mooring there.

The river was running very fast and only the swans would have made it under the lock channel bridge.

Lots of boats in  various stages of decay moored on the river.......a bit further up the old railing moorings are now available again as the no mooring signs are under water.

Poultney wier was virtually on the level, there were some concerned looking engineers looking down the back of the sluice as something wasnt working correctly!!
