Prolly not as there is nowhere for it to go. 

 

Lovely bridge, utterly pointless location. Pedestrians can just walk around the end of the stub branch which only looks about 50ft long!

Evidently someone must or the bridge would never have been built. Starting with the person that shot the video and all the people in the foreground since the video is shot on the south side of the river.

 

I once lodged in Gateshead for a year and crossed the Tyne to get to work and back each day. Usually over the QE2 (Metro) bridge. That wouldn’t win any awards for aesthetics but it is at least better looking than it’s ugly namesake over the Thames.

Looking at the ducks stood in about 2” of water I think you’d need a hovercraft to go down that huge arm.
